The American Ambassador presents his complimenta
to His Majesty's Secretary of State for Foreign Affairs,
and has the honour to acquaint Sir Edward Grey that he is
in receipt of a cablegram from his Government in which
it is set forth that the Department of State has cabled
to the Consul at Hong Kong to the effect that Mr.
J.A.
Kahl of New York, an American citizen, has complained
regarding the seizure and return to Canton by His "ajesty's
Authorities at Hong Kong of oertain mattinge and spices
purchased in Canton while these goods were being transhipped
to the 8.8, "YOKOHAMA MARU" for shipment to the United
States.
It is understood that this action was taken on
the ground that J. A. Kahl was an enemy firm.
This cablegram further stated that Mr. Kahl is an
